BATON ROUGE, LA (WAFB) – A man was arrested on a Peeping Tom charge early Wednesday morning and claims he was looking for his dog at the time.

Around 3:20 a.m. Wednesday, December 14, deputies with the East Baton Rouge Sheriff’s Office were dispatched to Winding Lake Ave. in reference to a complaint about a man peeping through the bathroom window of a home.

Upon arrival at the home, the deputy observed a white male wearing a navy blue t-shirt and shorts walking from the rear of the house.

The suspect was advised of his rights per Miranda and advised the deputy he wished to answer questions without the presence of an attorney. The suspect identified himself as Randall Quinn, 52.

The report states Quinn advised he was looking for his lost dog, who went missing seven days prior. Quinn said his dog loves water has been found in the area before. The deputy noted Quinn had wet grass all over his shoes and did not have a dog collar in his possession.

The deputy also observed fresh foot prints leading to the back yard of the house up to the bathroom window. The report also states the deputy noted the wet grass was pushed down near the window, where it appeared Quinn had stood for some time.

The deputy contacted the two female victims who advised that while in the bathroom, they observed a white male with his face pushed up against the bathroom window above the bathtub. The victims advised they did not give anyone permission to spy on them.

The victims further advised they believe the suspect had been watching them for approximately 20 minutes.

Quinn was then arrested and transported to the East Baton Rouge Parish Prison, where has was booked on a Peeping Tom charge. Quinn was previously arrested 20 years ago for a separate Peeping Tom charge.
